Wisconsin's own paralegal certification is the State Bar of Wisconsin Certified Paralegal (SBWCP), a voluntary, self-funded credential that the State Bar, the mandatory association of Wisconsin-licensed attorneys, created with the Paralegal Association of Wisconsin. Certification isn't required to work: paralegals may work without it, but every paralegal, certified or not, must be supervised by an attorney.
The certification rules set three routes. An associate or bachelor's degree from a qualified Wisconsin paralegal studies program needs 12 hours of Wisconsin continuing legal education and 2,000 hours of supervised paralegal work. A paralegal degree from an accredited school outside Wisconsin needs 18 hours, 2,000 hours of work and a score of 85% on the 100-question General Certification Test, and a degree in any field needs 21 hours, 4,000 hours of work and the test. A rule petition filed September 8, 2026 (No. 26-04) asks the Supreme Court to create a chapter of rules letting certified legal advocates, under a licensed attorney's supervision and within a certified practice area, give legal advice, negotiate for clients and appear before Wisconsin courts and agencies in civil matters. Advocates would need an associate's degree in any subject, or a high school diploma plus five years of relevant experience. Criminal matters, civil trials where the rules of evidence apply (other than uncontested final hearings) and divorces with marital property above $100,000 would stay off limits.
Traditional paralegals working under an attorney's direction would need no new certification. As of October 1, 2026 the petition was among those not yet scheduled for a public hearing.
Nothing in this chapter shall require certification as a legal advocate or a formal supervisory agreement for an individual performing acts on behalf of an attorney or law firm that are customarily performed by paralegals or legal assistants acting under the direction of an attorney.
