The Pennsylvania Certified Paralegal (Pa.C.P.)
Pennsylvania's own paralegal certification is the Pennsylvania Certified Paralegal credential, a voluntary program run by the Keystone Alliance of Paralegal Associations, a statewide alliance formed in 1995 whose member associations represent more than 1,400 paralegals. It's an association credential, not a state one. Applicants for this paralegal certification in Pennsylvania are already working paralegals: they qualify through education and consecutive years of substantive paralegal work, a declaration from an attorney in good standing, and current employment as a paralegal.
For bachelor's degree holders, an ABA-approved program shortens the route to paralegal certification in Pennsylvania. A bachelor's in paralegal studies from an ABA-approved program needs one year of experience, as does any bachelor's degree plus an ABA-approved certificate or associate's; any bachelor's alone needs three years, a paralegal associate's or a paralegal certificate needs five, and the CLA, CP or RP designation needs two. The application costs $50 for members of an alliance association and $200 for others, and holders renew every two years with 12 hours of continuing legal education, two of them in ethics.

The Unauthorized Practice Statute Names Paralegals
Pennsylvania's unauthorized practice statute (42 Pa.C.S. 2524) names paralegals and legal assistants outright: anyone, paralegals included, who practices law or holds out as entitled to practice law without being an attorney commits a third-degree misdemeanor, and a first-degree misdemeanor on a later offense. Another part of the section leaves room for anyone who performs all of their work under the direct supervision and control of an admitted lawyer.
Supervised paralegals can appear on their own in a few forums: in informal Public Utility Commission proceedings over residential utility and telephone billing, and before the Human Relations Commission, where a complainant's agent may present the case at a public hearing only as a paralegal supervised by a practicing attorney, who signs a certificate of supervision.

In Vitac Corp. v. Workers' Compensation Appeal Board (2004), the Pennsylvania Supreme Court held that an attorney's fee under the Workers' Compensation Act includes reasonable fees for legal services by paralegals, law clerks and recent law graduates. Paralegals can join the Pennsylvania Bar Association as affiliate members, for $200, if they work under a Pennsylvania attorney who belongs to the association and signs a declaration for them. Affiliates can't vote or hold office.

The Paralegal/Legal Studies Associate of Arts (64 to 65 credits) is a job-ready major that pairs general education and business courses with the paralegal core: Introduction to Paralegal Studies, Business Law, Civil Practice/Litigation Procedures, Legal Research I and II, Negligence and Personal Injury, a Paralegal Internship and nine credits of paralegal electives. The 30-credit Paralegal Certificate requires the same law courses.
