California has 32 paralegal programs on the ABA's list of approved programs. The rankings below cover 17 certificate programs, 19 associate degrees and 1 bachelor's degree. Another 24 schools in the state conferred paralegal credentials in 2023-24 without ABA approval. They are listed at the foot of the page with their federal figures.

Approved programs are ranked within each award level on tuition and fees (what a full-time year costs a California resident), graduation rate and paralegal graduates. Positions below are within California, but each score compares a program with every approved program at its level in the country. How the scores work.

Who May Use The Title Paralegal In California

California regulates the paralegal title by statute, in Business and Professions Code sections 6450 to 6456. It is unlawful to call yourself a paralegal, on a business card or anywhere else, unless you meet one of the qualifications in section 6450(c) and work under the supervision of an active member of the State Bar of California or an attorney practicing in the federal courts in the state. The statute treats "legal assistant", "attorney assistant" and "freelance", "independent" and "contract paralegal" as the same title, and a paralegal's business card has to name the law firm or say that the paralegal works for a licensed attorney.

There's no paralegal license in California, no state registry and no state exam. What the statute sets is qualifications, supervision and continuing education.

It is unlawful for a person to identify himself or herself as a paralegal on any advertisement, letterhead, business card or sign, or elsewhere unless he or she has met the qualifications of subdivision (c) of Section 6450 and performs all services under the direction and supervision of an attorney who is an active member of the State Bar of California or an attorney practicing law in the federal courts of this state

California Business and Professions Code section 6452(a)

The Three Open Routes To The Title

Section 6450(c) lists the qualifications. Three are open: a certificate from an ABA-approved paralegal program; a certificate or degree from an accredited postsecondary institution (or one approved by the state's private postsecondary bureau) that requires at least 24 semester units of law-related courses; or a bachelor's or advanced degree in any subject, plus at least a year of law-related experience under an attorney with three or more years of active California practice, and that attorney's written declaration that you are qualified. A fourth route, a high school diploma plus three years of supervised experience, closed for good: the experience had to be finished by December 31, 2003.

The second route is why a California program doesn't need ABA approval to be useful here. Any accredited program that requires 24 semester units of law-related courses qualifies, so the unapproved programs in the directory at the foot of this page can meet the statute too.

California Business and Professions Code section 6450(c)(1)

Continuing Education, And What A Paralegal May Not Do

Every two years, a working paralegal must complete four hours of continuing legal education in legal ethics and four in general or specialized law. The certification is made with the supervising attorney and the paralegal keeps the record. The statute sets no filing with the State Bar.

The statute is just as specific about the limits. A paralegal may not give legal advice, represent a client in court, select, explain, draft or recommend legal documents for anyone but the supervising attorney, set the fees a client pays, or be employed by a person who is not an attorney to do paralegal work. A first violation of the title rules is an infraction with a fine of up to $2,500 for each consumer affected, and later ones are misdemeanors.

(d) Every two years, commencing January 1, 2007, any person that is working as a paralegal shall be required to certify completion of four hours of mandatory continuing legal education in legal ethics and four hours of mandatory continuing legal education in either general law or in an area of specialized law.

Paralegals And Legal Document Assistants Are Different Jobs

California also registers legal document assistants, who sell self-help document services directly to people handling their own legal matters. They're not paralegals: the paralegal statute says a nonlawyer who serves the public directly is not a paralegal, and an assistant may give no advice of any kind. Assistants register with the county clerk where they do business, with a $175 fee, a $25,000 bond, a two-year term and 15 hours of continuing education to renew. The legal document assistant chapter is set to expire on January 1, 2030 unless the Legislature extends it.

Certificate students who do not already hold an associate degree complete 60 units in all: the core, 18 units of general education (English composition plus courses from at least three disciplines) and 10 elective units drawn from general education or paralegal electives such as Property Law, Bankruptcy and Creditors' Rights, Family Law and Dissolution Procedures, Workers' Compensation Law, Immigration Law, Introduction to E-Discovery and Discovery in Civil Litigation. The Associate in Science requires at least 60 semester units and the remaining requirements of the student's general education pattern. Paralegal courses are offered asynchronously (fully online), synchronously by Zoom and in person; each student must take at least three classes (9 credits) synchronously, and Wills, Trusts, Probate Administration; Legal Writing and Drafting; and Civil and Criminal Evidence are always offered by Zoom or face to face.

To receive the certificate, a student must be a high school graduate or have a GED and finish the required units with a grade of C or better; students who already hold an associate of arts or science degree from an accredited institution need only the 32 core units. The program application is completed by students currently enrolled in Introduction to Paralegal Studies (PLGL 134). No more than two core courses can transfer from another college, and only if completed within ten years of applying to the program. PCC describes the program, established in 1972, as a 2-year program, and notes that paralegals may not provide legal services directly to the public except as permitted by law.

Degree and certificate candidates must attend a paralegal orientation or a counseling session and earn a 2.0 or higher in each paralegal studies course, and no more than 9 units of legal specialty courses from another ABA-approved program can transfer in, with department approval. IVC notes that its graduates qualify for paralegal work under California Business and Professions Code section 6450 and that paralegals may not provide legal services directly to the public except as permitted by law.

The certificate is a post-degree program for students who already hold an associate or higher degree; students without a degree earn the A.S., which adds general education to reach 60 units, and A.S. graduates also qualify for the certificate. The program is designed so a full-time student who already has a degree can finish in three semesters, though many students take three or more years because they work full-time or are raising a family. Up to 12 units of legal specialty courses can transfer from another ABA-approved paralegal program, and no more than 3 units of administration of justice courses may count as electives. Students with no law office experience are advised to start with Introduction to Paralegal Studies and Introduction to American Law, and an orientation is held before each fall and spring semester.
